Article 3 explained in plain English
This article identifies the bodies responsible for applying the Law.
The rule: the civil retirement and social insurance bodies in the GCC states are entrusted with applying this Law.
Who are these bodies? Under the definition in Article 1, they are the relevant bodies in the GCC states responsible for applying the civil retirement or social insurance laws or systems. The article does not create a new GCC-level body; it relies on the existing bodies in each state.
Why bodies from several states? Because applying the Law requires cooperation between at least two bodies for each insured person:
- The body of the home state, whose law applies to the national under Article 2.
- The body of the state of the workplace, where the national works and where the employer is located.
This article does not set out how tasks are divided between the two bodies; it merely entrusts application to these bodies. Article 4 begins by setting out the conditions for the Law to apply compulsorily to GCC nationals.
To apply this to a specific case, it is advisable to consult a lawyer who specializes in social insurance and retirement laws.
