Article 12 of the Saudi Eminent Domain Implementing Regulations

This article sets out the content of the decision approving the start of expropriation procedures, which is the first official decision in the course, and it includes:

1. The number and name of the project approved in the budget.
2. The project owner.
3. The purpose of the expropriation.
4. The approved plan of the project.
5. A call to the participating bodies in the committee for describing and inventorying the properties to be expropriated and the assessment committee to name their representatives within a period not exceeding 15 days.
6. A request to owners: that the owners of properties falling within the project plan provide the project owner with copies of their ownership documents, and fill in the information table including the property owner's or representative's name, approved address and means of contact.

In practical terms for the owner, this decision informs him of the project, the body, the purpose and the plan, and asks him to submit his ownership documents and contact details. The importance of the approved address appears in Article 13 of the Regulations, under which the body notifies owners of the date the inventory committee will enter, at their approved addresses or by announcement on the properties.
