Article 13 explained in plain English
1. Notice of the inventory date: the project owner notifies the owners of the properties covered by the inventory referred to in paragraph (3) of Article 6 of the Law, or their occupants, or their representatives, of the date the inventory committee will enter, by:
- Announcement on the properties, or
- Notifying them at their approved addresses.
If this is not possible, the body may use any other means it considers appropriate.
2. Content of the inventory report: in addition to what paragraph (3) of Article 6 of the Law provides, the report includes:
- A statement of the properties adjoining the property to be expropriated.
- The width of the surrounding streets.
- Any information the owner wishes to have recorded, provided it is supported by the supporting documents.
3. The detailed plan: the body prepares a detailed plan for each property separately, including the type of property, the title deed details if any, the survey, the total area, the area to be expropriated and the remainder, and any information the body considers.
In practical terms for the owner, he may ask for what he considers important to be recorded in the inventory report, such as contents or features of his property, provided he submits documents supporting it. The available text does not set out the content of paragraph (3) of Article 6 of the Law. Anyone whose property is being inventoried can consult a lawyer specializing in real estate cases to determine what should be recorded.
Practical example
Nasser was notified at his approved address of the date the inventory committee would enter his shop in Taif. At the inventory he asked for modern fittings in the shop to be recorded and submitted invoices supporting them, so they are entered in the inventory report.
