Article 84 explained in plain English
This Article defines the strategic role of the Standing Committee for Counter-Terrorism and Its Financing and assigns it the following tasks:
- Coordinating the general national policies on counter-terrorism and its financing.
- Reviewing and updating those policies periodically.
- Taking the necessary measures regarding them and developing them on the basis of international obligations, requirements and developments.
- Assessing the risks of terrorism and its financing, including high-risk countries.
Internal rules: the President of State Security issues the committee's internal rules.
The committee here is therefore a planning and coordination body at the national level, linking domestic policies to the Kingdom's international obligations. The Article does not describe the committee's composition or how it works; that is left to its internal rules.
Note that the Article makes the review of policies periodic and ties their development to international developments, so they are not fixed policies but change as obligations and requirements change.
The Article comes after Article 83, which sets the sanctions supervisory authorities impose on violators, and before Article 85, which obliges the relevant bodies to look after the rights of victims and protect witnesses and those in their position.
