An employer who does not subscribe or refuses to pay premiums must pay them and a fine not exceeding the annual premium per person, and may be barred from recruiting; an insurer that fails its obligations must perform and compensate and pay a fine of up to 5,000 riyals per person; a violations committee; and appeal to the Board of Grievances within sixty days.
