Inspectors named by the Minister record violations and may examine records and documents; penalties are downgrading the classification, suspending it and barring renewal for up to five years, or canceling it; and the Minister issues a violations and penalties schedule taking account of gravity and aggravating and mitigating circumstances.

- Article 14
The article provides that inspectors named by the Minister's decision detect and record violations of the law and Regulations, examine records and obtain copies of necessary documents.
يتولى مفتشون -يصدر بتسميتهم قرار من الوزير- مجتمعين أو منفردين ضبط مخالفات أحكام النظام واللائحة، وإثباتها، والاطلاع على السجلات والمعلومات، والحصول على صور من الوثائق الضرورية. وتحدد اللائحة قواعد وإجراءات عملهم.
- Article 15
The article sets the penalties for violating the law or Regulations: lowering the classification grade, suspending it and barring renewal for up to five years, or canceling it, with a violations schedule issued by the Minister.
1- دون إخلال بأي عقوبة أشد ينص عليها أي نظام آخر، يعاقب كل من يخالف أحكام النظام أو اللائحة بواحدة أو أكثر من العقوبات الآتية: أ- تخفيض درجة التصنيف. ب- إيقاف التصنيف، والمنع من تجديده لمدة لا تزيد على (خمس) سنوات. ج- إلغاء التصنيف. 2- يصدر الوزير -بقرار منه- جدول تصنيف للمخالفات وتحديد للعقوبات ضمن حدها المنصوص عليه…

The article creates a committee of at least 3 members to hear contractors' objections to classification decisions and violations and approve penalties, with its decisions open to grievance before the Administrative Court.
