The General Assembly is made up of the active members; its jurisdiction to set policies, elect two-thirds of the Council's members, approve the report, budget and accounts, appoint the auditor and set the subscription; its annual and extraordinary meetings and their quorum; postponement by seven to fifteen days; and a 25% quorum at the second meeting.

The Article provides that the General Assembly consists of all working members who have fulfilled their obligations to the Association.
