Article 17 explained in plain English
This Article sets out the committees the Board forms in the Consumer Protection Association: three committees stated in the text, in addition to any the Board sees fit to create.
1. Monitoring and Follow-up Committee: the closest to the ordinary consumer, with the following competences:
- Monitoring, supervising and following up what relates to achieving the Association's objectives.
- Receiving reports and complaints.
- Verifying claims of violations and abuses relating to consumer affairs.
2. Studies and Research Committee: carries out studies and research, and provides consultations relating to consumer protection.
3. Awareness and Publishing Committee: raises consumer awareness through seminars and conferences, and publishes information relating to consumer protection, in accordance with the legal procedures.
Other committees: the Board may create other committees when needed.
The wording "the Board forms" means these three committees are a fixed part of the Association's work. The Article does not specify the number of members of each committee, how it works, or any time limits for considering reports. The "verification" carried out by the Monitoring Committee relates to claims of violations, and the Article does not give the Committee power to judge or penalize.
Anyone who wishes to claim their rights before the courts after reporting should consider consulting a lawyer specializing in consumer protection and commercial cases.
Practical example
Sultan noticed that several stores in his neighborhood in Riyadh were selling an expired food product after changing its date. He can report this to the Consumer Protection Association, since the Monitoring and Follow-up Committee is competent to receive reports and complaints and verify claims of violations relating to consumer affairs.
