تؤسس الوزارة السجل وتديره، ولها إسناد ذلك إلى جهة مساندة خاصة (واحدة أو أكثر) يصدر لها ترخيص من الوزارة متضمنًا شروط عملها وضوابطه، ويكون للوزارة جميع الصلاحيات اللازمة لضمان ممارسة هذه الجهات عملها بفعالية ونزاهة.
