Article 24 of the Saudi Civil Defense Law

This article deals with the relationship between the General Directorate of Civil Defense and the administrative bodies that have safety departments or firefighting teams.

It provides for coordination between the two parties to achieve two purposes:

• Verifying the adequacy and effectiveness of firefighters and rescue personnel, vehicles and equipment, and all firefighting and rescue supplies.
• Verifying the implementation of preventive safety rules and procedures.

Note that the provision does not cover all administrative bodies, but those that have safety departments or firefighting teams, because these bodies have existing capabilities whose readiness and coordination with civil defense need to be verified.

This article is the government counterpart of Article 23, which provides for private companies and institutions to cooperate with the General Directorate for the same purposes. The Law applies the same standard in verifying readiness to the public and private sectors, with the wording differing between "cooperation" for the private sector and "coordination" for the administrative bodies.

It is also related to Article 25, which requires ministries, government agencies, persons with public legal personality, and private institutions designated by a decision of the Minister of the Interior, to appoint or assign someone responsible for everything relating to safety and industrial security work in them, under a regulation issued by the Civil Defense Council.
