Article 65 explained in plain English
This article governs the relationship between the new Law and the previous one:
- Replacing the previous law: the Chambers of Commerce Law replaces the Chambers of Commerce and Industry Law issued by Royal Decree No. M/6 dated 30/4/1400 AH. The previous law is no longer the reference.
- Repealing what conflicts: the Law repeals all provisions that conflict with it, so any provision that contradicts it is set aside and the Law is applied.
Note the change of name: the previous law was the "Chambers of Commerce and Industry Law", and the current one is the "Chambers of Commerce Law", and Article 1 defines "the chamber" as the chamber of commerce.
This article does not say when the replacement takes place; the following Article 66 states that the Law takes effect after one hundred and eighty days from the date of its publication in the Official Gazette. It is also preceded by Article 64, which sets the period for issuing the Implementing Regulations at one hundred and fifty days from the date of publication.
Anyone dealing with documents or decisions issued under the previous law who wants to know the effect of the replacement on them can consult a lawyer specializing in commercial and corporate matters, because the article does not address transitional provisions for those cases.
