Article 1 explained in plain English
This article is the law's "dictionary": it explains what is meant by the words that recur in its articles, so they are understood the same way wherever they appear, unless the context requires another meaning.
- The Law and the Implementing Regulations: The Law is the Chambers of Commerce Law, and the Implementing Regulations are its Implementing Regulations.
- The Ministry and the Minister: The Ministry of Commerce and the Minister of Commerce.
- The Chamber and its president: The Chamber is the chamber of commerce, and the president of the Chamber is the chair of its board of directors.
- The member: Specifically, a member of the Chamber's board of directors.
- The Federation of Chambers and its president: The Federation of Saudi Chambers, whose president is the chair of the Federation's board of directors.
- Commercial activities: Commercial business provided for in the relevant laws; the law does not list them itself but refers to those laws.
- The subscriber: Anyone who has a valid subscription in the Chamber.
The most important thing to note is the distinction between "member" and "subscriber": the subscriber is the holder of a valid subscription in the Chamber, while the member is someone who holds a seat on its board of directors. The description "subscriber" is also tied in the definition to the subscription being valid. Article 2 then explains the nature of the Chamber as a non-profit entity aiming to develop, represent, protect and improve commercial activities.
