1 - يتولى موظفو الأمانة العامة للجنة الإفلاس -الذين يصدر بتسميتهم قرار من اللجنة- أعمال التفتيش والتحقق والضبط، وللجنة الاستعانة في أداء هذه الأعمال بمن تراه مؤهلاً لذلك.
2- يحق لمن يتولى أعمال التفتيش والتحقق والضبط -في سبيل أداء عمله- الاطلاع والحصول على أي إفادة أو مستند أو وثيقة أو قرار يكون لازماً للعمل، أو طلبها من أي شخص تتوافر لديه.
3- للجنة الإفلاس تقديم طلب إيقاع العقوبة المنصوص عليها في المادة (السابعة بعد المائتين) من النظام، على أن يرافق الطلب المعلومات والوثائق المحددة لذلك.

Article 86 explained in plain English
This article of the Regulations governs the inspection, verification and seizure work carried out by the Bankruptcy Committee, and contains three provisions:
1. Who carries out this work?
The staff of the General Secretariat of the Bankruptcy Committee who are named by a decision of the Committee. The Committee may use anyone it considers qualified to carry out this work.
2. What are their powers?
In performing his work, the person carrying out this work has the right to review and obtain, or to request from any person who has it, any statement, document, paper or decision that is necessary for the work. The power is limited by the requirement that what is requested be necessary for the work.
3. Requesting a penalty
The Bankruptcy Committee may submit a request to impose the penalty provided for in Article 207 of the Bankruptcy Law, accompanied by the specified information and documents. Under Article 1 of the Regulations, this information and these documents are specified by the Bankruptcy Committee in coordination with the Ministry of Justice. The article does not state the body to which the request is submitted or the type of penalty, so Article 207 of the Law should be consulted.
