Article 11 explained in plain English
This article answers a common question: where does the money collected under the White Land Fees Law go? The text shown is the version in force after its amendment by Royal Decree No. M/244 dated 7/11/1446 AH.
- What is deposited? The amounts of the fees and fines collected; the provision covers both kinds together.
- Where is it deposited? In a special account at the Saudi Central Bank.
- What is it spent on? The account is earmarked for spending on housing projects.
- Details: This is as the regulations determine; the article does not state the mechanism of spending or the kind of housing projects that benefit.
Earmarking the account means that, by the text of the Law, these amounts are directed to a specified purpose, housing projects. This article is linked to Article 10, which tasks the Ministry with creating a database containing the information relating to applying the fee, and gives the concerned bodies access to it for the purposes of applying and collecting the fee. It is also linked to Article 12, which tasks the Ministry, in coordination with the Ministry of Culture and Information and other relevant bodies, with taking what is necessary to raise awareness of the provisions of the Law and the regulations.
This article governs the destination of the money after it is collected. It imposes no new obligations on owners and does not affect the amount of the fee or fine due from them.
