Article 7 explained in plain English
This article defines the role of the beneficiary body, which according to Article 1 is any non-profit body, public or civil, that benefits from voluntary work, such as civil associations and government bodies that receive volunteers. Under the provisions of the Law it is obliged to do everything that would activate voluntary work, and in particular the following tasks:
- Receiving volunteering applications, studying them and deciding on them; an applicant's application should be considered and decided.
- Recruiting those who wish to volunteer from its staff and others, to take part in its internal volunteer programs, and also external volunteer programs, according to the instructions governing that.
- Designing volunteer programs consistent with its development goals.
- Training volunteers and raising their abilities in their field of specialization.
- Following up the performance of volunteers, evaluating them and motivating them.
This shows the division of roles in the Law: the National Committee for Voluntary Service, under Article 6, handles coordination and general supervision of strategies and databases, whereas the beneficiary body is the one that deals with the volunteer directly in the field. The article does not set procedures or periods for studying applications, and for external programs it refers to the instructions governing them without stating their content.
It is followed by Article 8, which allows volunteers to form a volunteer team after it is registered and approved by the beneficiary body, which confirms the body's central role in organizing voluntary work.
Practical example
Sarah applied to volunteer at a charity in Dammam. The charity, as a beneficiary body, must study her application and decide on it, and if it accepts her it must train her in her field of volunteering and follow up, evaluate and motivate her performance.
