Official text (Arabic)

Article 4 explained in plain English
This article contains two procedural provisions concerning the issuance of the license:
- Technical linkage: The Saudi Standards, Metrology and Quality Organization must take the necessary steps to link the issuance of the license technically to the National Information Center. The article directs this obligation to the Authority, and does not explain the nature of the data that is linked.
- A separate license for each body: The Authority issues the license of each inspection body separately.
The practical effect of the second provision is that a business owner who runs more than one inspection body, such as more than one station, center or workshop, needs a license for each of them, and a single license covering all of them is not enough. This is consistent with the definition of the inspection body in Article 1 as a station, center or workshop licensed to carry out inspection, as each is an independent body.
This article connects to Article 3, which gives the Authority the granting of mobile periodic technical inspection licenses, and to Article 5, which limits the inspection body's activity to detecting technical faults and defects and bars it from maintenance, repair and the sale of spare parts, so the separate license for each body is coupled with restrictions on its activity.
Practical example
A company owns three inspection workshops in Jeddah, Mecca and Taif. Under this article the Authority issues a separate license for each workshop, not one license for the company.
