Article 12 explained in plain English
This article establishes the right of judicial objection to penalty decisions:
- Who holds the right: Anyone concerning whom the committee provided for in Article 11 has issued a decision.
- What may be objected to: The committee's decision imposing any of the penalties provided in Article 10, namely a warning, a fine of no more than SAR 100,000, closure for a period not exceeding 6 months, or cancellation of the license on repetition.
- The body to which the objection is made: The Administrative Court.
In practice, the committee's decision is not absolutely final, and a penalized inspection body may bring the penalty decision before the administrative judiciary. This includes even the lightest penalty, a warning, because the text speaks of "any of the penalties".
The article does not set the period for objection or its procedures, so one refers for them to the laws that regulate the administrative judiciary. An inspection body against which a decision has been issued would therefore do well to promptly consult a lawyer who specializes in administrative cases (the Board of Grievances) to learn the applicable deadlines and not miss them.

The violations committee issued a decision closing an inspection center in Medina for three months. The company that owns it is entitled to object to the decision before the Administrative Court.
