Article 11 of the Saudi Vehicle Inspection Regulation
المادة 11 من تنظيم الفحص الفني الدوري للمركبات
The article provides for one or more committees formed by decision of the Authority's chairman, of at least three members, to examine inspection bodies' violations and impose the Article 10 penalties.

1- تكوّن بقرار من الرئيس لجنة (أو أكثر) لا يقل عدد أعضائها عن (ثلاثة)، ويسمى أحدهم رئيساً، ويكون من بينهم ممثل من الهيئة يسميه المحافظ، ومستشار شرعي أو نظامي؛ تتولى النظر في مخالفات جهة الفحص لأحكام التنظيم أو اللائحة وتوقيع العقوبات المنصوص عليها في المادة (العاشرة) من التنظيم.
2- يصدر الرئيس بقرار منه قواعد عمل اللجنة.
3- يحدد الرئيس مكافآت أعضاء اللجنة.

This article identifies the body that examines violations and imposes penalties on inspection bodies:
- Formation: One or more committees are formed by decision of the Chairman, that is, the chairman of the board of directors of the Saudi Standards, Metrology and Quality Organization.
- Membership: Not fewer than 3 members, one of whom is named chair, including:
- A representative of the Authority named by the Governor.
- A Sharia or legal adviser.
- Jurisdiction: Examining the inspection body's violations of the provisions of the Regulation or the Implementing Regulations, and imposing the penalties provided in Article 10, which are a warning, a fine of no more than SAR 100,000, or closure for a period not exceeding 6 months, with permanent cancellation of the license possible on repetition.
- Working rules and remuneration: The Chairman issues by his decision the committee's working rules and sets its members' remuneration.
The importance of a Sharia or legal adviser on the committee is that it issues punitive decisions, so it needs someone with legal expertise. The article did not set the procedures for examining a violation, but left them to the working rules the Chairman issues.
Anyone against whom the committee has issued a decision imposing any of the Article 10 penalties may object to it before the Administrative Court under Article 12.
