يقصد بالألفاظ والعبارات الآتية -أينما وردت في هذا التنظيم- المعاني المبينة أمام كل منها، ما لم يقتض السياق غير ذلك:
1- التنظيم: تنظيم الفحص الفني الدوري للمركبات.
2- اللائحة: اللائحة التنفيذية للتنظيم.
3- الرئيس: رئيس مجلس إدارة الهيئة السعودية للمواصفات والمقاييس والجودة.
4- المحافظ: محافظ الهيئة السعودية للمواصفات والمقاييس والجودة.
5- الهيئة: الهيئة السعودية للمواصفات والمقاييس والجودة.
6- الفحص الفني الدوري: عملية إخضاع المركبة والقاطرة والمقطورة ونصف المقطورة؛ للكشف الفني الدوري بحسب متطلبات ومواصفات محددة على أساس فني.
7- المركبة: وسيلة نقل تسير على شبكة الطرق.
8- القاطرة: مركبة موصول بها مقطورة يكونان معاً وحدة واحدة.
9- المقطورة: مركبة ليس لها محرك تجرها مركبة آلية أخرى.
10- نصف المقطورة: مقطورة يستند جزء كبير من وزنها على القاطرة.
11- جهة الفحص: محطة أو مركز أو ورشة يرخّص لها بإجراء الفحص الفني الدوري.
12- المحطة: جهة فحص فنية مرخص لها بناءً على التنظيم بفحص المركبة والقاطرة والمقطورة ونصف المقطورة بما فيها التي تحمل مواد خطرة، وتشتمل على خمسة مسارات فأكثر.
13- المركز: جهة فحص فني مرخص لها بناءً على التنظيم بفحص المركبة والقاطرة والمقطورة ونصف المقطورة عدا التي تحمل مواد خطرة، ويشتمل على أربعة مسارات فأقل، أو عدد خمس وحدات فحص فأكثر.
14- الورشة: جهة فحص فنية مرخص لها بناءً على التنظيم بفحص المركبة فقط، وتشتمل على مسارين فأقل أو وحدتين فأقل.
15- المسار: مسرب مجهز بمعدات وأجهزة الفحص الفني الدوري.
16- الوحدة: مكان ثابت يُجرى فيه الفحص الفني الدوري.
17- المواد الخطرة: مواد صلبة أو سائلة أو غازية ذات خواص مضرة بصحة الإنسان أو تؤثر تأثيراً ضاراً على البيئة بسبب خصائصها الكيميائية أو الفيزيائية أو البيولوجية.
18- البرنامج: برنامج إلكتروني؛ لأجل الفحص الفني الدوري.
19- القبول: تقويم تجريه الهيئة في شأن كفاية جهة الفحص في مجال تقديم أعمال الفحص الفني الدوري بناءً على الأحكام ذات الطابع الإداري والفني المحددة في لائحة قبول جهات تقويم المطابقة الصادرة بقرار مجلس إدارة الهيئة.
20- الفحص الفني الدوري المتحرك: جهة فحص تمتلك نظاماً متنقلاً يقوم بعمليات الفحص الفني الدوري للمركبة والقاطرة والمقطورة ونصف المقطورة المتحركة بوساطة أجهزة تقنية متخصصة.

- Periodic technical inspection: subjecting the vehicle, tractor unit, trailer and semi-trailer to periodic technical examination according to specified requirements and specifications on a technical basis.
- A vehicle: a means of transport that runs on the road network. A tractor unit: a vehicle with a trailer connected to it so that the two form one unit. A trailer: a vehicle without an engine that is pulled by a motor vehicle. A semi-trailer: a trailer a large part of whose weight rests on the tractor unit.
The article distinguishes three kinds of inspection body:
- The station: inspects all types, including those carrying hazardous materials, and has 5 lanes or more.
- The center: inspects the same types except those carrying hazardous materials, and has 4 lanes or fewer, or 5 inspection units or more.
- The workshop: inspects vehicles only, and has two lanes or fewer, or two units or fewer.

- Article 14
