Article 1 explained in plain English
This is the definitions article of the Standards and Quality Law, and understanding it is necessary for reading the rest of the articles. Its most prominent contents are:
- The Authority: the Saudi Standards, Metrology and Quality Organization, and the Board is its board of directors.
- Product: any product placed or displayed on the markets, and service: any tangible output resulting from an activity provided for a fee or free of charge.
- Standard: an approved document that sets rules or characteristics for products or processes and production methods, and compliance with it is not mandatory under the definition.
- Saudi standard: a standard approved by the Board, which is the national standard of the Kingdom. The definition distinguishes it from the national standard of another country and from regional and international standards.
- Related document: a document dealing with technical characteristics, technical reports and guides approved by a standardization body, which is not considered a standard.
- Standardization: activities aimed at adopting or approving a standard and a related document, with separate definitions of adoption, approval and withdrawal.
- Quality: the degree achieved by a set of characteristics based on requirements, expectations or objectives, and quality characteristics relate to conditions of use, recycling or disposal, installation and maintenance, adequacy, or performance, durability and sustainability.
- Quality mark: a mark indicating that the product's characteristics meet technically higher requirements than those of the standards, or other requirements set by the Authority.
- Inspector: a person appointed by decision of the Board to record violations of the law and regulations.
The most important idea is that a standard is by nature voluntary, and that a quality mark means a higher level than mere conformity with the standard. The definitions apply unless the context requires otherwise.
