Article 19 of the Saudi Social Security Law

This article specifies the Ministry's duties toward beneficiaries who can be rehabilitated and those able to work. The Ministry performs these tasks in cooperation with the Human Resources Development Fund and the relevant bodies, and there are three tasks:

1. Preparing a rehabilitation plan for each beneficiary who can be rehabilitated, under the age, qualification, medical fitness, and similar conditions the Regulations specify. A rehabilitation plan under Article 1 is a document agreed between the Ministry and the beneficiary that includes steps taken by both parties.
2. Providing job search services to each beneficiary able to work.
3. Continuous follow-up of both categories, to verify the extent of rehabilitation of the beneficiary who can be rehabilitated according to the plan, and how serious the beneficiary able to work is in looking for work and accepting suitable work and training offers.

The relationship here is reciprocal: the Ministry provides the plan and the services, and the beneficiary complies with them. Because the rehabilitation plan is an agreed document, it includes obligations on both parties and not on the beneficiary alone.

This article complements Article 18, which classifies beneficiaries on acceptance of the application as not able to be rehabilitated, able to be rehabilitated, and able to work, based on their health, physical, and social situation. This achieves the Law's objective of turning the beneficiary into a productive and financially independent individual. The article itself does not state the effect of non-compliance; for that, other provisions of the Law are consulted.
