Article 1 explained in plain English
This is the definitions article. It explains the terms used repeatedly in the law, unless the context requires another meaning:
- The Shomoos system: a central automated system on the national information network, through which information is transferred to the National Information Center at the Ministry of Interior over networks licensed by the Communications and Information Technology Commission.
- The Ministry: the Ministry of Interior.
- Government entities: the entities responsible for granting private establishments licenses to carry out the activities named in the law.
- Information: the information and data of customers dealing with private establishments, which must be recorded and sent through the Shomoos system to the National Information Center.
- Private establishments: companies, institutions, offices and shops in the private sector that are required to join the Shomoos system under this law.
- The customer: a natural person who benefits from the services of these establishments.
Note that under the definition, the customer is a natural person, meaning an individual; the definition does not cover companies and legal entities as customers. Also, a private establishment is bound only if it is one of the establishments the law requires to join.
Article 2 explains that the purpose of the law is to set the general rules for transferring customers' information electronically to the National Information Center through the Shomoos system, and to set the mechanism for detecting violations and the penalties for them.
