Article 2 explained in plain English
Item "Second" arranges the relationship between two bodies that deal with Saudi children abroad born to a non-Saudi mother:
- The Saudi missions abroad (embassies and consulates): their role comes first, as they are the ones who identify cases.
- The Charitable Society for the Care of Saudi Families Abroad: its role comes after that of the missions.
The text sets the path of a case: the cases a mission identifies are reported to the Ministry of Foreign Affairs in Riyadh, which then sends them on to the Society to approve the necessary assistance. The assistance the Society approves is therefore based on what reaches it from the Ministry after the mission has identified the case.
This item is linked to what is stated in "First" about referring the children to the Society if the father is unable to support them, so that it allocates them a monthly amount. The text mentions no time limits or other conditions for this path.
Someone who needs to know his position in a particular case may contact the Saudi mission in his country or consult a lawyer who specializes in personal status cases.
Practical example
A Saudi embassy identifies the case of two children of a Saudi father who live with their mother in difficult conditions. The embassy raises the case to the Ministry of Foreign Affairs in Riyadh, which sends it to the Charitable Society for the Care of Saudi Families Abroad to approve the necessary assistance for them.
