Defining a non-Saudi, and his owning real estate or other real rights within the geographic area set by the Council of Ministers, with the types of rights, maximum percentages and usufruct term; no rights beyond those of a real-right holder; and without prejudice to the Premium Residency Law and ownership by Gulf Cooperation Council citizens.
