Article 10 explained in plain English
This article governs one-stop service centers, whose idea is to bring together the bodies concerned with real estate activity in one place:
1. Establishment: these centers are established with the Board's approval, at the Authority's headquarters and in the branches in which the Authority sees a need to establish them.
2. The bodies' obligation: all government and non-government bodies whose representation in these centers is required must:
- Identify who will represent them to work in the centers.
- Delegate their representatives with the powers that ensure speedy provision of services, including issuing certificates, permits and licenses for activities within the jurisdiction of those bodies.
The practical meaning is that a real estate operator, such as a developer, may need approvals from more than one body; these centers aim to complete those approvals through delegated representatives in one location. Note that delegation here is essential, because having a representative without powers does not achieve speed of service.
The article does not specify the bodies that must be represented or the services provided in detail, which is according to what is required in each center. This article is linked to Article 9, which has the CEO approve the issuance of licenses within the Authority's jurisdiction, as the one-stop centers combine the Authority's licenses with the permits of other bodies.
