يتم ضبط مخالفات هذا النظام وإثباتها والتحقيق فيها وفق الإجراءات التي تضعها لجنة تشكل من وزارة الداخلية ، ووزارة الشؤون البلدية والقروية ، ووزارة الزراعة والمياه ، ووزارة المواصلات ، ووزارة الصناعة والكهرباء ووزارة البرق والبريد والهاتف ، ويعتمدها وزير الداخلية .
