Article 20 explained in plain English
Article 20 sets the number of inspections of the Authority's members, requiring that they be once or at most twice a year.
Two things are understood from the text:
- It is mandatory: inspection is not optional, as the word "must" means it has to be carried out during the year.
- The upper limit: inspection does not exceed twice a year, so a member is not exposed to repeated inspection without limit.
The inspection meant is that carried out by the Inspection and Follow-up Department under Article 19, one of whose tasks is inspecting and following up members' work by collecting data that leads to knowing their degree of competence and how keen they are to perform their duties.
