Article 13 explained in plain English
This article sets out the competences of the governors of governorates by reference to Article 7, which sets the duties of a province's emir:
1. Administering the governorate: governors administer their governorates within the competences set out in Article 7, except items (f), (i) and (j). Their competence therefore covers what appears in the other items, namely: maintaining security, order and stability; enforcing court judgments once they become final; safeguarding individuals' rights and freedoms; developing the province socially, economically and in terms of urban growth; improving public services; protecting state funds and properties; and supervising government bodies and their employees.
The excepted items:
- (f): running the governorates and centers and monitoring governors and heads of centers.
- (i): contacting ministers and heads of agencies directly.
- (j): submitting annual reports to the Minister of Interior.
2. Monitoring heads of centers: governors must monitor the work of the heads of centers under them and make sure they are competent.
3. Reports: submitting periodic reports to the emir of the province on the efficiency of public services and other affairs of the governorate, as determined by the Implementing Regulations.
The article was amended by Royal Order No. (A/21) dated 30/3/1414 AH, and the text shown is the one in force. Anyone who needs to know which authority is competent for their matter can consult a lawyer specialized in administrative cases.
Practical example
Residents of a governorate complain about a weak public service. Working to improve public services is within the governor's competence, and he must submit periodic reports to the emir of the province on the efficiency of public services; direct contact with ministers, however, is not among his competences under this article.
