Article 17 explained in plain English
This article sets the mandatory content of the technical regulations, which under Article 1 are the regulations adopted by the Authority's board of directors that set the requirements and essential requirements applied compulsorily to a product or category of products.
A technical regulation must include all the information and requirements by which the product's safety for use or consumption is verified, among them:
- The essential requirements and other requirements applicable to the product or its category.
- Reference to the standards, Saudi, national, regional or international.
- The method of risk assessment.
- Conformity assessment procedures.
- The type and nature of the information provided to the consumer.
- The content and form of the technical documents.
- The requirements relating to terminology, symbols and packaging, and to placing marks or badges on the product.
The phrase "among them" means these elements are a minimum, and the regulation may include others.
The importance of this article for businesses is that the technical regulation for their product is the practical reference for knowing every requirement, test, document and mark they must meet. It is preceded by Article 16 on the traceability system, and followed by Article 18, which sets the obligations of whoever places on the markets a product subject to a technical regulation, such as conformity assessment, preparing the technical file, issuing the declaration of conformity and placing the conformity mark.
