Article 20 explained in plain English
This article sets two general rules on the promotion of officers:
First: progression. All officers advance by promotion from the lower rank to the rank immediately above it. This means the rule in promotion is to move one rank at a time, so an officer does not jump from one rank to another beyond the next rank.
Second: the deciding authority. Promotion is made by decision of the Supreme Commander of the Armed Forces, and that is:
- on the proposal of the Prime Minister.
- and after the recommendation of the Minister, who under Article 2 is the Minister of Defense and Aviation and Inspector General.
The phrase "all officers" makes the rule general for all ranks. The substantive conditions for promotion, such as periods, reports, qualification and vacancy, are not addressed by this article, and one looks to the provisions specific to them in the Law.
The practical effect is that promotion is a decision issued at the highest level, and does not happen automatically with the passing of time; it goes through the stages of recommendation and proposal and then decision. Anyone whose promotion decision has been delayed despite being entitled may consult a lawyer specializing in administrative cases and military service matters.
