Article 10 explained in plain English
This article places two continuing duties on the applicant for housing support, which he must observe «at all times» as the text says:
- Notifying changes: the Ministry must be notified of any change to the information he submitted, or any change in his situation that may affect whether the conditions are met or his priority for receiving support, within a period not exceeding 15 days of the date the change occurs.
- Providing what the Ministry requests: information, documents and declarations, within a period not exceeding 10 days of the date they are requested, unless the Ministry sets a longer period.
The article provides that the Implementing Regulations set out any additional duty the applicant must comply with.
The importance of these duties appears when they are linked to other articles. Article 9, for example, allows a member of the family of an applicant who dies before allocation, if he meets the conditions, to submit a new application taking the deceased's precedence, and Article 11 ranks applicants by their priority under criteria that include financial condition and number of family members, so any change in these respects may affect priority, which is why this article requires it to be notified. Note that the 10-day period is a maximum the Ministry may extend, whereas the text does not mention the possibility of extending the 15-day notification period. Note also that the duty to notify covers a change that may affect priority, not only the conditions.
Practical example
Abdullah's income rose after he submitted his housing support application. This is a change that may affect his priority because financial condition is one of the priority criteria. He must notify the Ministry within 15 days of the change occurring.
