The aim of the Law and the definitions of the general warehouse, deposit contract, storage receipt and pledge document; the preliminary license from the Secretariat or the municipality; and the license to carry on the activity from the Minister of Commerce.

- Article 1

- Article 3
The article provides that the preliminary license to establish a general warehouse is issued by the city's amanah or municipality, and the license to carry on the activity by the Minister of Commerce or his delegate, under the Implementing Regulations' rules.
مع عدم الإخلال بالأحكام الواردة في الأنظمة الأخرى، يصدر الترخيص المبدئي بإنشاء المخزن العام أمانة أو بلدية المدينة التي سيقام فيها المخزن. ويصدر الترخيص بمزاولة النشاط وزير التجارة أو من يفوضه من مديري فروع وزارة التجارة وفقا للضوابط التي تحددها اللائحة التنفيذية .
