Article 14 of the Saudi Explosives and Fireworks Law

This article opens Chapter Three: Penalties, and addresses the relationship between this Law and the Unified Customs Law of the Gulf Cooperation Council states and its implementing regulations.

Its rule is that the provisions of the Explosives and Fireworks Law are applied to its violators, but subject to what the Unified Customs Law provides. «Subject to» means that applying this Law does not ignore what the Customs Law provides, so if a violation touches on customs provisions, such as bringing materials in through border points, what the Customs Law provides remains to be taken into account.

This matters in forms of dealing that pass through customs points, such as importing, exporting and smuggling explosives or fireworks. Article 4 prohibits export and import except with a permit from the Ministry of Interior, and Article 15 punishes smuggling explosives into the Kingdom with the intent of undermining its security with imprisonment of up to twenty years and a fine of up to five million riyals, or either of them, unless the circumstances of the crime call for a more severe penalty.

The article does not state what the Unified Customs Law provides, or how the two laws are to be combined in each case, so the Customs Law and its regulations should be consulted for that. Adjudicating violations of this Law, under Article 13, is also the responsibility of the Board of Grievances.
