Article 23 explained in plain English
This article regulates the field per diem, an amount paid as the Implementing Regulations specify to two categories in paragraph (a):
- Members posted on the front lines inside the Kingdom and abroad.
- Members taking part in maneuvers, joint group exercises, field work and training projects.
Five controls apply to paying it:
- The participating forces must be no smaller than a platoon or its equivalent.
- The project must last no less than 72 hours and no more than 45 days, and this may not be exceeded except with the Minister's approval.
- The project must be carried out under field service conditions outside camps.
- It is not paid together with the secondment allowance, nor for periods of leave and absence.
- Paying it in maneuvers, group exercises and projects must rest on a decision of the Minister.
Paragraph (b) provides that members of the internal security forces who carry out field work receive the prescribed field per diem in full, in accordance with what the Minister of Interior proposes and the Council of Ministers approves. This wording is in force under Royal Decree No. (M/33) dated 28/5/1427 AH.
The amount of the per diem is not stated in the article but is set by the Implementing Regulations. Anyone with a dispute about its payment may consult a lawyer specialized in administrative matters and military service affairs.
Practical example
Corporal Majed took part in a field training project outside the camp with a full company for ten days, by decision of the Minister. His case meets the article's controls, so he is paid the field per diem, but it is not paid for two days when he was on leave, and it is not combined with a secondment allowance.
