Article 21 explained in plain English
This article completes the provisions on board, and contains four paragraphs:
- (a) The cash allowance as an exception: in exceptional cases, the board allowance may be paid in cash to enlisted personnel whose official duties prevent them from taking cooked board, or to whom it cannot be provided cooked. These cases are specified by decision of the Minister.
- (b) Those imprisoned in public prisons: board or its prescribed allowance is cut off for them, and they receive only what is paid to them under the regulations of the public prisons.
- (c) Wars and emergencies: all enlisted personnel working in the field are provided with their prescribed board, and are paid a cash board allowance in addition to it. The allowance is also paid in cash when they take field leave.
- (d) The amount: the Implementing Regulations set the amount of the cash board allowance.
The difference between paragraphs (a) and (c) is important: in (a) the cash allowance is a substitute for cooked board in cases specified by the Minister, whereas in (c) the allowance is paid in addition to board for those working in the field in time of war and emergencies.
The article does not specify the amount of the allowance, which is for the Implementing Regulations. A person who has a dispute about his entitlement can consult a lawyer who specializes in administrative cases and military service matters.
Practical example
During a state of emergency, Private First Class Talal worked in the field, so his prescribed board was provided and a cash board allowance was paid to him in addition. When he took field leave, the allowance was also paid to him in cash, in the amount set by the Implementing Regulations.
