Article 6 explained in plain English
This article sets out what must be met by anyone applying for professional accreditation, in seven conditions:
- Qualification: holding the required qualification in one of the engineering specializations from a Saudi university, or its equivalent from a recognized university.
- Capacity: having full legal capacity.
- The Charter: undertaking to abide by the Engineer's Charter, which under Article 1 is the rules governing the ethics and conduct of the profession as approved by the Authority.
- Good conduct: not having previously been convicted of a crime involving dishonor or breach of trust, unless rehabilitated.
- No striking-off: not being subject to a decision striking off professional accreditation, unless 3 years have passed since the decision was issued.
- Tests: passing technical aptitude tests in his field of specialization to obtain the professional grades, under the conditions and rules set by a decision of the Board of Directors.
- Financial fee: paying the financial fee set for accreditation.
Note that conditions 4 and 5 are not permanent bars: a conviction for a crime involving dishonor or breach of trust is no obstacle once the person has been rehabilitated, and a striking-off is no obstacle once 3 years have passed since the decision was issued.
The article does not state the amount of the financial fee or the details of the tests; the conditions and rules for the tests are set by a decision of the Board of Directors. Under Article 7, applications are submitted to the Professional Accreditation Committee under the procedures approved by the Board of Directors, and the Committee decides on them within 30 days of the documents being completed, by a reasoned decision. Anyone whose application is rejected would do well to consult a lawyer who specializes in administrative cases.
Practical example

His qualification must be equivalent to the required one, he must undertake to abide by the Engineer's Charter, pass the technical aptitude tests in his specialization and pay the financial fee, and he must meet the remaining conditions.
