Council of Ministers Sessions and Voting in the Saudi Council of Ministers Law

جلسات مجلس الوزراء والتصويت — نظام مجلس الوزراء

Meetings are chaired by the King or a deputy, and decisions are final after the King approves. Members, the secretary-general and experts attend, experts without a vote. Quorum is two-thirds; decisions are by majority of those present with the chair's casting vote. An exceptional quorum of half needs two-thirds approval. Deliberations are confidential, decisions public, and committees are formed.
