أ - تُشكل لجنة عامة لأعمال الدفاع المدني، ترتبط تنظيميًّا برئيس مجلس الدفاع المدني، وذلك على النحو الآتي:
1 – مدير عام الدفاع المدني رئيساً
2 – ممثل لوزارة الحرس الوطني لا تقل رتبته العسكرية عن لواء عضواً
3– ممثل لوزارة الدفاع لا تقل رتبته العسكرية عن لواء عضواً
4 – مدير الأمن العام – أو من ينيبه - عضواً
5 – مدير عام حرس الحدود – أو من ينيبه - عضواً

د – يكون للأمانة العامة لمجلس الدفاع المدني مقر خاص بها، ويكون لها صلاحيات إدارية ومالية، وتتولى تبليغ ما يصدره المجلس من قرارات ومتابعتها، وتوفير ما يحتاج إليه من معلومات وترتيبات.
هـ - يشكل في أمانة مجلس الدفاع المدني فريق للبحث والإنقاذ يسمى (الفريق الوطني للبحث والإنقاذ) – من مختصين من الجهات الحكومية المختصة، ومن المتطوعين في مجالات البحث والإنقاذ والإسعاف وغيرها من التخصصات ذات العلاقة – يتولى المشاركة في عمليات البحث والإنقاذ داخل المملكة وخارجها، وفقاً للقواعد التي يصدرها المجلس، وللفريق الاستعانة بمن يراه من القطاع الخاص من الشركات الكبرى ذات الخبرة العالية في مجال الدفاع المدني والكيانات الأخرى المتخصصة في المجال نفسه.
و – تُنشأ في أمانة مجلس الدفاع المدني وحدات إدارية مختصة تعنى بالمجالات الآتية:
1 – التخطيط لأعمال الدفاع المدني ومواجهة الكوارث.
2 – التنسيق في مجال الدفاع المدني ومواجهة الكوارث، وما يتطلبه ذلك من إيجاد غرفة للعمليات.

Article 7 explained in plain English
This article regulates several bodies that support the Civil Defense Council:
(a) The General Committee for Civil Defense Work: organizationally linked to the Council chairman and chaired by the Director General of Civil Defense. It includes representatives of the Ministries of the National Guard and Defense, each of rank not lower than major general, the Director of Public Security and the Director General of the Border Guard (or their delegates), deputies and undersecretaries of a number of bodies and ministries such as the Red Crescent, Finance, Health and Transport, as well as the Secretary General of the Council.
(b) The budget: the Council has a budget (a special section) within the budget of the Ministry of Interior.
(c) The Secretary General: of a grade not lower than the fifteenth or its equivalent, who supervises the General Secretariat and is organizationally linked to the Council chairman.
(d) The General Secretariat: it has its own headquarters and administrative and financial powers, and communicates the Council's decisions, follows them up, and provides the information and arrangements it needs.
(e) The National Search and Rescue Team: formed in the Secretariat from specialists from government bodies and from volunteers in search, rescue, first aid and related matters, and takes part in search and rescue operations inside and outside the Kingdom under rules issued by the Council. It may seek the help of major companies with high expertise in civil defense and specialized entities.
(f) Administrative units: units are established in the Secretariat that deal with areas including planning civil defense work and facing disasters, coordination and the operations room it requires, and preparing studies and collecting information.
This text was issued by Royal Decree No. (M/63) dated 13/9/1436 AH. It complements Article 6, which regulates the Council's meetings, and Article 8, which requires the Council to obtain the opinion of bodies not represented in it or in this Committee.

"المادة السابعة:
أ - تُشكل لجنة عامة لأعمال الدفاع المدني، ترتبط تنظيميًّا برئيس مجلس الدفاع المدني، وذلك على النحو الآتي:
