The Council is chaired by the Minister of Interior and its membership includes:
- Ministers: the Minister of the National Guard (or his delegate), the Minister of Water and Electricity, the Minister of Commerce and Industry, the Minister of Finance, the Minister of Economy and Planning, the Minister of Municipal and Rural Affairs, the Minister of Agriculture, the Minister of Transport, the Minister of Health, the Minister of Social Affairs, the Minister of Culture and Information, as well as the Deputy Minister of Interior.

This text was issued by Royal Decree No. (M/63) dated 13/9/1436 AH. The titles in it are as they appear in the text in force.
