Article 95 explained in plain English
A personal flight record is the record in which a pilot documents their flights and experience. This article makes keeping it a legal obligation.
Who must keep a record?
- every member of the flight crew of an aircraft registered in the Kingdom;
- every person flying for the purpose of qualification, whether to learn to fly, to complete its tests, or to obtain or renew one of its licenses.
The rules on the record:
- it must be kept;
- the Authority must approve the record and the data entered in it;
- it may not be dealt with except with the Authority's permission.
Practical importance: The data entered in this record is what is normally relied on to prove a pilot's experience and flying hours when applying for a license or renewing it, which is why the Law requires the Authority's approval of it and bars dealing with the record without its permission, to preserve its credibility. Pilots and trainees should therefore make sure what they enter is accurate and that the record is kept safe.
This article follows Article 94, which makes the Authority responsible for issuing, validating, renewing, suspending and terminating licenses, and precedes Article 96, which regulates the conditions for flight instructors. Anyone having a problem with the approval of the data in their record may consult the Authority or a lawyer specializing in civil aviation law.
Practical example
Reem is training at a flight institute for a private pilot license. She must keep a personal flight record in which she enters her training hours, the record and its data must be approved by the Authority, and she may not deal with it except with the Authority's permission.
