Article 92 explained in plain English
This article concerns aircraft registered in the Kingdom, and sets the license required of those serving on their flight crew.
The three conditions for the license:
- it must be valid;
- it must entitle the holder to perform their duties, meaning it must be of the type suited to the task they perform on the aircraft;
- it must be issued or validated by the Authority. A foreign license alone is not enough unless the Authority validates it.
Relation to Article 91: Article 91 set the general rule for any aircraft operating in the Kingdom's territory, requiring a valid license issued by the State of registry under international standards. This article applies that to Saudi aircraft, where the State of registry is the Kingdom and the competent body is the Authority.
The exception: It is followed by Article 93, which allows someone without the required license to work as a pilot on an aircraft registered in the Kingdom to receive training, or to complete a test to obtain, validate or renew a license, provided the pilot-in-command holds the required licenses and no one is on board except a crew member, an observer, an inspector, an examiner or another person the Authority approves.
Anyone holding a foreign license who wishes to work for a Saudi airline should ask the Authority about its validation, or consult a lawyer specializing in civil aviation law.
Practical example
An airline in Riyadh engages a first officer who holds a license issued by another country to work on its aircraft registered in the Kingdom. He may not serve on the flight crew until the Authority validates his license or issues him a valid license entitling him to perform his duties.
