The National Transport Safety Center investigates accidents and incidents of civil aircraft in the Kingdom and of Saudi aircraft, and sets the investigation regulations, forms its committees, prepares reports and publishes the results.

1- يتولى المركز التحقيق في الحوادث والوقائع التي تقع للطائرات المدنية في إقليم المملكة وللطائرات السعودية وللطائرات التي يشغلها أشخاص يحملون الجنسية السعودية فوق أعالي البحار أو فوق الأراضي غير المملوكة لإحدى الدول وفقاً للشروط والضوابط التي تحددها لائحة التحقيق. وللمركز في سبيل ذلك القيام بما يأتي:
أ- وضع لائحة التحقيق واعتمادها من مجلس إدارة المركز.
ب- تشكيل لجان التحقيق وتحديد صلاحياتها وتحديد القواعد الواجب مراعاتها، لإجراء التحقيق في هذه الحوادث والوقائع.
ج- إعداد تقرير عن الحالات والظروف المتعلق بكل حادث طيران يتم التحقيق فيه، وبيان أسبابه ونتائجه، وأي إجراءات أو قواعد يوصي بها لمنع تكرار مثل هذا الحادث مستقبلاً.
د- إصدار التعليمات والقواعد الواجب مراعاتها، لضمان تأمين سلامة الطيران وتلافي وقوع حوادث الطيران مستقبلاً.
هـ- نشر نتائج التحقيق في حوداث الطيران بعد اعتمادها من مجلس إدارة المركز.
2- يجوز للمركز في المملكة -بناءً على طلب السلطات المختصة في إحدى الدول الأجنبية التي يقع في إقليمها حادث طيران لطائرة مدنية سعودية، أو لطائرة يشغلها شخص يحمل الجنسية السعودية- أن يقوم بإجراء التحقيق الفني في الحادث، أو أن يشترك فيه.
3- يجوز للمركز إجراء التحقيق في حوادث الطيران التي تقع لأي طائرة مدنية في إقليم دولة أخرى بناء على طلب السلطات المختصة في هذه الدولة، وذلك بشرط أن تتحمل تلك الدولة جميع التكاليف والنفقات اللازمة والمترتبة على إجراء هذا التحقيق

Article 107 explained in plain English
This article identifies the body responsible for investigating aviation accidents and its powers. It was amended by Council of Ministers Decision No. (158) dated 20/2/1445 AH so that its title became "The National Transport Safety Center (the Center) and its Jurisdiction", so the Center is the investigating body in the text now in force.
Scope of the Center's jurisdiction: investigating accidents and incidents that happen:
- to civil aircraft in the Kingdom's territory;
- to Saudi aircraft, and to aircraft operated by persons holding Saudi nationality, over the high seas or over land not owned by any State;
under the conditions and controls set by the investigation regulations.
The Center's powers: setting the investigation regulations and having them approved by the Center's board of directors; forming investigation committees and setting their powers and working rules; preparing a report on each accident investigated stating its circumstances, causes and results and the procedures or rules recommended to prevent its recurrence; issuing instructions and rules to ensure flight safety and avoid future accidents; and publishing the investigation results after the Center's board of directors approves them.
Investigation outside the Kingdom: At the request of the competent authorities in a foreign State in whose territory an accident occurred to a Saudi civil aircraft or an aircraft operated by a Saudi, the Center may conduct the technical investigation or take part in it. It may also investigate accidents of any civil aircraft in the territory of another State at the request of its authorities, provided that State bears all costs and expenses.

- عُدلت هذه المادة وذلك بموجب قرار مجلس الوزراء رقم (158) وتاريخ 1445/2/20هـ، لتكون على النحو الآتي:
"( المادة السابعة بعد المائة: المركز الوطني لسلامة النقل (المركز) واختصاصه)
1- يتولى المركز التحقيق في الحوادث والوقائع التي تقع للطائرات المدنية في إقليم المملكة وللطائرات السعودية وللطائرات التي يشغلها أشخاص يحملون الجنسية السعودية فوق أعالي البحار أو فوق الأراضي غير المملوكة لإحدى الدول وفقاً للشروط والضوابط التي تحددها لائحة التحقيق. وللمركز في سبيل ذلك القيام بما يأتي:
أ- وضع لائحة التحقيق واعتمادها من مجلس إدارة المركز.

1- ينشأ مكتب مستقل تحت إشراف مجلس الإدارة يعنى بالتحقيق في الحوادث والوقائع التي تقع للطائرات المدنية في إقليم المملكة وللطائرات السعودية وللطائرات التي يشغلها أشخاص يحملون الجنسية السعودية فوق أعالي البحار أو فوق الأراضي غير المملوكة لإحدى الدول وفقا للشروط والضوابط التي تحددها لائحة التحقيق، ولهذا المكتب في سبيل ذلك القيام بما يأتي:
أ - وضع لائحة التحقيق واعتمادها من مجلس الإدارة.

The board of directors decides whether to conduct an investigation into aviation accidents in the Kingdom or over the high seas involving a Saudi aircraft, or a foreign one operated by a Saudi, or not to proceed with it; the Regulations set the committees' powers.

The article allows the Center to ask States and bodies set by the Regulations for representatives to take part as observers in investigating accidents of Saudi aircraft, and gives the States concerned a right of representation for foreign aircraft accidents.
