Article 58 explained in plain English
This article governs sectoral committees at the level of each chamber of commerce:
- Who forms them: the chamber's board of directors, which also sets their powers.
- Basis of division: committees are formed for commercial activities in accordance with the classification approved by the General Authority for Statistics, so each committee is for a particular sector or activity.
- Their members: elected from among the chamber's subscribers or others with specialization and experience, each within his or her field.
- Their purpose: looking after the interests of the chamber's subscribers.
- Their link: they are linked to the chamber, and are called sectoral committees.
The difference between these and the national committees governed by Article 57 is that national committees are formed by the Federation of Chambers' board at the national level and are linked to it, while sectoral committees are formed by the chamber's board and linked to the chamber.
Note that the text makes the choice of sectoral committee members by election, and does not explain how. Article 59 refers to a regulation issued by decision of the Minister, on the proposal of the Federation's board, including the criteria for forming the national and sectoral committees, how they are established and the conditions for that, how their members are chosen, and their rules of work.
So anyone who wants to join a sectoral committee should refer to that regulation and to his or her chamber for the conditions.
Practical example
Fahd owns a contracting company in Riyadh and is a subscriber to the chamber of commerce, and wants to take part in the contracting sector committee. Under the article, the chamber's board forms this committee in line with the General Authority for Statistics classification, its members are elected from subscribers or specialists, and the regulation issued under Article 59 governs how they are chosen.
