Article 30 explained in plain English
This article answers two questions that matter to every business owner: how much do I pay the chamber, and when does payment start?
- Categories and amounts: the article does not set subscription amounts. It refers to the Implementing Regulations the setting of the categories of subscribers and the fee for each category's subscription. So the Implementing Regulations are where you find the amount.
- When the fee falls due: the subscriber's fee falls due after 3 years from the date of its registration in the commercial register.
This means a new establishment does not owe the subscription fee during the first three years after its commercial registration, even though it must join under Article 29, which requires every establishment registered in the commercial register to join the competent chamber, with no multiple subscriptions for multiple branches within its area.
However, not owing the subscription fee does not mean all services are free. Article 31 provides that a subscriber whose subscription is less than 3 years old must pay the fee for the services it requests from the chamber. It also provides that the chamber does not provide its services to non-subscribers, that services must be stopped for anyone who has not paid the annual subscription, and it refers to the Implementing Regulations the services, certificates and documents the chamber may issue or attest and their fees.
Anyone who wants to know which category their establishment falls into and the amount of its subscription should refer to the Implementing Regulations.
Practical example
Noura registers her design business in the commercial register in Jeddah and joins the chamber. The subscription fee is not due from her until 3 years after her registration date, but if she requests a certificate or service from the chamber during that time, she must pay the fee for that service under Article 31.
