Article 4 explained in plain English
This article sets out who issues the license, its term and its geographical scope, after the application is submitted to the General Security Directorate under Article 3.
- Approval: the Minister of Interior or his delegate issues a decision approving the applicant body's practice of the activity.
- Issuing the license: on the basis of the approval decision, the Director General of Public Security issues the license to practice the activity.
- The term: three years, renewable.
- Geographical scope: the license specifies the area or areas in which the activity is practiced.
This means the license is not open geographically: the body practices the activity in the area or areas specified in its license. The end of the three years also requires renewal, and on renewal the annual fee set in Article 3 is paid. After obtaining the license, the body is bound by several duties, the first of which is concluding the insurance policy provided for in Article 5.
Anyone who wishes to expand his activity to other areas, or who faces a problem with renewal, may consult a lawyer specializing in administrative cases.
Practical example
A security guarding company in Riyadh obtained a license to transport cash in the Riyadh region only. If it wants to provide the service to a bank in the Makkah region, it must take into account that the license specifies the area or areas in which the activity is practiced.
