Article 1 explained in plain English
This article is the definitions article in the Law on Practicing the Transport of Cash, Precious Metals and Valuable Documents, and sets the meanings of the words that recur in its other articles, unless the context requires another meaning.
- Cash: any currency officially in circulation in the Kingdom, whether paper or metal.
- Precious metals: all metals and stones, natural or artificial, that have precious value and can be converted into cash.
- Valuable documents: any document carrying monetary value, and the article gave examples of them: cash checks in Saudi riyals and other currencies in all denominations, shares, bonds, sukuk and other securities.
- The activity: practicing the service of transporting cash, precious metals and valuable documents.
The importance of these definitions is that the Law does not concern cash alone, but extends to gold, precious stones and securities so long as they are transported within the framework of this activity. Article 2 sets out the bodies to which the Law applies and which may be licensed to practice the activity, so the definition here is read together with that article to know who is subject to the provisions.
Because the definition depends on the descriptions "precious value", "capable of being converted into cash" and "carrying monetary value", determining whether a particular item falls within it may require judgment, and in case of doubt it is advisable to consult a lawyer specializing in commercial matters and licensing.
