Article 10 explained in plain English
This article sets the working rules of the Alimony Fund's board of directors at its meetings.
1. Meeting times: The board meets on its chairman's invitation at least every 3 months, or whenever needed.
2. Validity of the meeting: It is valid if a majority of members attend, provided they include the chairman or whoever stands in for him. A meeting is not valid with a majority present if the chairman and his deputy are absent.
3. Decisions: They are issued by a majority of the votes of the members present, and if the votes are equal, the side the chair of the meeting voted with prevails.
4. Minutes: The board's deliberations and decisions are recorded in minutes signed by the chair of the meeting and the members present.
5. The General Manager: He attends the board's meetings without the right to vote, and presents the items on the agenda and supervises the preparation of the necessary decisions.
These rules ensure the regular work of the board, which under Article 9 works to achieve the Fund's goals, including setting the amounts of temporary alimony and the period for paying it. They also connect to Article 11, which makes the General Manager the executive in charge of managing the Fund under the Statute, the Regulations and what the board decides.
