Article 60 explained in plain English
This article specifies the body responsible for monitoring water quality according to the type of use:
Paragraph (1): agricultural water. The Ministry monitors compliance with the standards for the quality of water used for agricultural purposes.
Paragraph (2): water in service-provision activities. The Authority monitors water quality in the activities of the service-provision licensee, including the quality of water in:
- Production systems.
- Transport systems.
- Distribution systems.
- Storage systems.
The Authority verifies its conformity with the standards and specifications approved by the Ministry. The Ministry approves the standards, and the Authority monitors compliance with them in these activities.
Paragraph (3): the exception. What is stated in paragraphs (1) and (2) does not include bottled drinking water. This is consistent with the definition of service-provision activity in Article 1, which does not include the activity of filling water into containers. This article does not say which body monitors bottled water.
It is followed by Article 61, which tasks the Ministry with issuing, and updating, the standards, criteria and requirements for protecting water sources and the environment from pollution.
Someone with a complaint about the quality of water reaching them from a licensed service provider may approach the Authority, or consult a lawyer specializing in water law and administrative matters if they have suffered harm.
