Article 49 explained in plain English
This article sets out the sources of the university's revenues and its accounts.
First: sources of revenue
- The subsidy the State allocates under the rules regulating the university funding program.
- The financial consideration for the study programs, diplomas, courses and services it provides.
- Donations, gifts, grants, bequests and endowments.
- The yield of its property, investments and endowments.
- Other resources approved by the Board of Trustees, provided they do not conflict with the objectives and nature of the university's activity.
Note that item five opens the door to other sources, but with two restrictions: they must be approved by the Board of Trustees, and they must not conflict with the university's objectives and the nature of its activity.
Second: accounts
- The university opens an account for itself at the Saudi Arabian Monetary Authority, according to the text.
- It opens a special account for the university's endowments.
- It and its endowments may open other accounts at any bank licensed to operate in the Kingdom.
- Revenues are deposited in them, and spending from them is under the regulatory rules approved by the Universities Affairs Council.
Separating the university's account from its endowments' account is consistent with Article 48, under which the university's endowments have independent legal personality and are managed under the rules approved by the Universities Affairs Council without conflicting with the founders' conditions.
Article 50 then details the forms of financial consideration the university may charge, including fees for postgraduate programs and diplomas, fees for non-Saudi students, and payment for research and consultancy.
Anyone who wishes to donate to a university or endow property to it may consult a lawyer specializing in administrative cases.
Practical example
A company in Jeddah wants to donate to a university to support a research laboratory. Under this article, donations are among the university's revenues; they are deposited in its accounts and spent under the regulatory rules approved by the Universities Affairs Council.
