يختص مجلس الجامعة بتصريف الشؤون الأكاديمية والإدارية والمالية، وتنفيذ السياسة العامة للجامعة وفقاً لأحكام النظام وما يصدره مجلس شؤون الجامعات ومجلس الأمناء من لوائح وقواعد، وله على وجه الخصوص ما يأتي:

1- اقتراح رؤية الجامعة ورسالتها وأهدافها، ورسم سياساتها الأكاديمية والمالية والإدارية.

2- اقتراح الهيكل والدليل التنظيمي للجامعة.

3- اقتراح القواعد التنفيذية للوائح المالية والإدارية للجامعة.

4- إقرار القواعد التنفيذية للوائح الأكاديمية للجامعة.

5- وضع القواعد المنظمة لتفويض الصلاحيات في المجالس المختلفة في الجامعة.

6- تعيين أعضاء هيئة التدريس.

7- الموافقة على الاستفادة من خدمات أعضاء هيئة التدريس من خلال الإعارة أو التكليف أو التعاقد معهم للقطاعين العام والخاص ومؤسسات المجتمع المدني.

8- اقتراح إنشاء الكليات، والعمادات، والمعاهد، والمراكز، والأقسام العلمية أو دمجها، أو إلغائها، أو تعديل أسمائها.

30- إنشاء الكراسي العلمية ووضع لوائحها.

31- تعيين مراقب مالي أو أكثر لحسابات الجامعة.

32- مناقشة الحساب الختامي للجامعة، ورفعه إلى مجلس الأمناء.

33- مناقشة التقرير السنوي للجامعة تمهيداً لعرضه على مجلس الأمناء.

34- النظر في الموضوعات التي يحيلها إليه رئيس المجلس أو التي يقترح أي عضو من أعضائه عرضها عليه.

وللمجلس تفويض بعض صلاحياته إلى رئيسه أو المجالس الأخرى في الجامعة على أن يحاط المجلس علماً بما يتخذ من قرارات وله كذلك تكوين لجان دائمة أو مؤقتة من بين أعضائه أو من غيرهم لدراسة ما يكلفها به.

The university council is competent to conduct academic, administrative and financial affairs and implement the university's general policy, in accordance with the provisions of the Law and the regulations and rules issued by the Council of University Affairs and the board of trustees.
